The dragon rapidly trigger the I frames for piercing attacks so it stop weapons that do piercing damage from doing damage, and a LOT of end game weapons do piercing damage. Plus, the Stardust Dragon, if used with armor and accessories to maximize minion capacity, it has the power of an end-game weapon, because if you use the staff multiple times, it will make the dragon bigger and stronger. Cells are much better at fighting bosses at all points however. if you use a piercing weapon the dragon will be prioritized over the piercing weapon therefore negating the weapons damage (might have been fixed but probably not). Be careful, the dragon hits so fast that some of your own hits won't even connect with bosses or enemies, which is why you should just go full summoner with him. If you're not doing a dedicated summoner playthrough, the dragon will give the enemy I-frames while it's attacking, so you can't hit it with your high- DPS stuff. Dragon is good for doing other things like mining because it'll take care of a lot fo the enemies through the walls while the cells are for boss fights because their attacks deal damage over time and are more precise and can keep up with things better.
